Appendix 2 A short guide to the English development planning system

A government guide for the public has described the planning system as being ‘about how we plan for, and make decisions about, the future of our cities, towns and countryside’ and having the task ‘to balance different views and often make difficult decisions’ (DCLG 2004). The 1990 Town and Country Planning Act established something called a plan-led system, which means that the basis for making such decisions are the policies set out in the adopted development plan. The 2004 Planning and Compulsory Purchase Act made some changes to the way development plans are made and structured, and an outline of this system is given below.
