Introduction

The primary emphasis of rural planning policies is on the concentration of new development in ‘local service centres’ (DETR 2001; ODPM 2004a), and it is argued that this offers a more sustainable pattern of development. Such places are more likely to achieve the co-location of employment, housing (including affordable housing), services and other facilities, and it is thought that such a pattern of development will help generate more sustainable patterns of behaviour.
