Definitions

Certificate: A yellow, white, or blue perforated sheet used to enter, exit, or transit a Carnet country. Certificates consist of a counterfoil and voucher. USE ALL CERTIFICATES IN NUMBER SEQUENCE.

Counterfoil: The section of the certificate above the perforation.

Holder: A corporation or individual on whose behalf the Carnet has been issued.

Voucher: The section of the certificate below the perforation.

Holder must sign in the lower right hand box, on the line between the two “X’s, marked “Signature of Holder.”

Customs and Border Protection should complete and stamp the lower left hand box, “Certificate by Customs Authorities.”
