Covering all issues that might occur related to a networking service in OpenStack is a long exercise due to the complexity of such a service. Monitoring systems can trigger notifications when a Neutron process dies or restarts as seen previously. However, in some other cases, it might be more difficult to detect a network issue that prevent users from reaching instances or connecting them to the external network.
