The Software Metering feature in predecessors of Configuration Manager 2007 had a somewhat checkered past among veteran SMS administrators.
When SMS 2.0 was released, Software Metering was a nightmare to configure and implement and was barely usable in a consistent manner. That version of Software Metering was designed by a third-party vendor and was not really up to the task it was designed for, and the community of SMS administrators let Microsoft know about it. Software Metering might have been one of the first features that started the intense community involvement between Microsoft and its customers, which you can still see in the MyITfourm.com community even today.
