Not all business events are equally valuable to your customer, nor are they equally urgent. While you eventually must discover the requirements for all of them and implement all of them, you obviously cannot do all of them at the same time. And there is no need to.
At some stage early in your development cycle, you should stop, step back, and prioritize the business events you have. It makes sense when you are discovering the requirements to favor those events that yield the best return. The best return in this case comes from economically developing the events that are the most valuable to your organization and your customers.
