Interviews conducted with renowned experts reveal what is considered to be state-of-the-art thinking about the use of measurement in software development. Computer software development is an intriguing case for two reasons. First, interest in measurement is high among software practitioners, so the issues raised here are relevant to practice. Second, the model developed here suggests that software development is usually poorly suited to measurement-based control. There is reason to believe, then, that this production activity might provide opportunities to study dysfunction.
