The Culture Challenge: Organizational Accountability for Data

Abstract

This chapter addresses the need to change organizational culture and establish clear accountability for data. Improving data quality is, unfortunately and unavoidably, political. People must behave differently to do the work associated with making better data and making data better. Efforts in this direction (implementing data governance and stewardship programs, hiring a chief data officer) have met with limited success, due to lack of vision, conflicting demands, unclear priorities, and bad faith.
