Because the techniques and mechanisms used by spammers are constantly evolving and transforming in an attempt to get past anti-spam defenses, it’s impossible to build a single algorithm that will detect all of the spam that occurs in an inbound email stream from the Internet. Exchange 2010 includes a set of anti-spam agents that are designed to work together to process an inbound email stream using a variety of techniques that cumulatively have a very high chance of detecting spam and, conversely, not generating many false positives.
