Message throttling
Email servers that act as the gateways to large companies can be overwhelmed or swamped by large volumes of incoming messages. The servers can either attempt to deal with the volume the best they can and eventually work through the backlog that inevitably accumulates, or the software can monitor, recognize, and take action to manage the condition to maintain an orderly processing regime. Message throttling is the mechanism Exchange 2013 uses to manage peaks in incoming message traffic.
