Some InfoPath form templates can cause damage on a user's computer by modifying or deleting files (perhaps because they incorporate custom executable files). Such InfoPath form templates have security risks similar to those of a locally installed application. So, it makes sense to expect a conscious decision from the user whether to install such forms.
