Supporting Localization
Publishing sites have two options for presenting sites in different languages and locales. Both options require that the locales be available on all WFE servers and that the appropriate language packs be installed on all WFE servers. Because the topology of your farm can quickly be changed by simply changing roles, you should configure locales and install language packs on all members of the farm to allow the flexibility of assigning the WFE role freely and quickly without stopping for additional installations and configurations.
