The Difference Between Site and Site Collection Administration
When you create a new SharePoint site collection, SharePoint adds an additional tier of management to the root of the site collection. This includes settings and administrative features that apply to the entire site collection, such as site collection recycle bin, site collection Features, SharePoint Designer Settings, Visual Upgrade, site collection Help settings, and additional site collection settings for SharePoint Server 2010 site collections with publishing enabled.
