Chapter 8. Naval Warfare

The Navy’s vision for transformation is called Sea Power 21. It is comprised of three fundamental concepts: Sea Shield, Sea Strike, and Sea Basing, all tied together and enabled by what is termed FORCEnet. This vision is to “enhance America’s ability to project offense, project defense, and project sovereignty around the globe.”

Sea Strike is the naval concept for “projecting dominant and decisive offensive power from the sea in support of joint objectives.” This includes the establishment of transformational capabilities in four areas:

  1. Persistent intelligence, surveillance, and reconnaissance (ISR)

  2. Time-sensitive strike

  3. Information operations

  4. Ship-to-objective maneuver
