15.5. Coding Efficiency for Low and Medium Bit-Rate Test
Although not the only driving force, coding efficiency was a major requirement [N4319] for MPEG-4 as for previous video coding standards. The MPEG-4 Requirements document explicitly states in the “Object Quality and Fidelity” requirement:
Quality in MPEG-4 shall be as high as possible. This means that MPEG-4 shall provide a subjective video quality that is better than the quality achieved by the available or emerging standards in similar conditions.
