Cable television developed in the late 1940s to serve communities unable to receive broadcast television signals because of terrain or distance. For a fee, cable operators distributed broadcast station signals by coaxial cable to subscribers. The Federal Communications Commission (FCC/Commission) first established rules for cable systems in 1965, and the Supreme Court affirmed its jurisdiction over cable in 1968.
