The Case
In 1936, the Telegraph Herald applied for a construction permit for a broadcast station in Dubuque, Iowa. Sanders Brothers, the operator of an already-licensed radio station in that area, objected to this application. It argued, among other things, that there was insufficient advertising revenue to support another station in Dubuque and that grant of the Telegraph Herald’s application would not serve the public interest.
