Create a Bureau of Environmental Statistics

The importance of collecting economic statistics to track the progress of economic growth and to guide fiscal and monetary policy has long been recognized. As environmental policy grows in importance, the need for a similar set of comprehensive, consistent statistics on the quality of the environment likewise is growing. Mr. President, to meet this need, I recommend that you call for the creation of a new statistical agency—a Bureau of Environmental Statistics (BES), modeled after success stories such as the Census Bureau, the Bureau of Labor Statistics, the Bureau of Economic Analysis, and the Energy Information Administration.
