Chapter 14

Evaluating conferencing for serious juvenile offenders

Inge Vanfraechem

Abstract

This chapter examines a conferencing project in Belgium for juvenile offenders who have committed either serious crimes or a series of crimes. The model and the procedure of conferencing are outlined and the research methods used to conduct the evaluation are examined. Some quantitative and qualitative results of the research are presented. These include information about the numbers of referrals over a two- to three- year period, the interactions among criminal justice practitioners involved in the process, the satisfaction levels of the participants, the involvement of the youths’ and victims’ support networks and the rates of recidivism.
