THIS BOOK BRINGS TOGETHER IDEAS AND OBSERVATIONS from many years of my work, and many colleagues have contributed to its development. At Consumer Reports, I worked with Rhoda Karpatkin, Jim Guest, and strong management teams using test and research data to improve the lives of American consumers. At State of the USA, Chris Hoenig, Jeri Asher, and our colleagues used public data to develop measures of national progress. And at the FCC, I worked with our chairman, Julius Genachowski; with my deputies in the consumer bureau, Bill Freedman, Yul Kwon, Mark Stone, and Karen Peltz Strauss; and with many others to use technology and data to improve telecommunications for the Internet age.
