1 Introduction
Energy is an enabler of – and a constraint on – military power. Operational Energy provides military officers with knowledge and skills to plan effectively for the operational energy needs of their forces. The US Department of Defense (DOD) defines operational energy (OE) as the “energy required for training, moving, and sustaining military forces and weapons platforms for military operations.”1 It includes energy used by ships, aircraft, combat vehicles, and power generators that serve military operations.
