14.3. Different Standards: Competing or Complementary?
There are three main organizations developing optical control plane standards and implementation agreements: the Internet Engineering Task Force (IETF), the Optical Internetworking Forum (OIF), and the International Telecommunication Union Telecommunications Standardization Sector (ITU-T). Among these, the IETF and the ITU-T develop standards, while the OIF develops implementation agreements based on these standards.
