Drops the refresh_template_name template from site_name. The repapi_site_id parameter is new with Oracle8i.

Generates a file used to create the materialized view environment from refresh_template_name at site_name while offline. runtime_parm_id is an ID returned from the INSERT_RUNTIME_PARMS procedure. next_date is the next date to be used to create the refresh group, and interval is the interval to be used. If user_default_gowner (new with Oracle9i) is TRUE, any materialized view groups are owned by PUBLIC; otherwise, they are owned by the user performing the instantiation. Returns an ID to retrieve the generated script.
