PRE-AWARD: EVALUATING PAST PERFORMANCE
“An agency shall evaluate competitive proposals and then assess their relative qualities solely on the factors and subfactors specified in the solicitation.” FAR1
Evaluating past performance differs from evaluating the other non-cost evaluation factors. Past performance is based on information gathered from sources outside the proposal. The offeror is given the opportunity to identify past and current contracts for efforts similar to the government requirement. The burden is on the government to gather past performance information on the identified contracts.
