PRINCIPLE 1: EVALUATION IS BASED ON ASKING THE RIGHT QUESTIONS

Evaluation is based on asking and answering the right questions, which depend on the view and scope of the investigation. A fundamental assertion in this book is that the scope of evaluations must be wide enough to question the legitimacy of the proposed programs as well as their effectiveness and efficiency. Some of the evaluation criteria that we will use to referee the system will follow from an examination of how well stakeholders (and the organizational system) have addressed the external impact desired for clients and society. We start by examining some typical sets of questions that relate to this point of view.
