Stufflebeam suggests (2003) that the CIPP model is intended for use in internal evaluations conducted by an organization's evaluators, self-evaluations conducted by project teams or individual service providers, and contracted or mandated external evaluations.
The CIPP model allows the evaluator to focus on four distinct but related activities, mainly the specific evaluation of each one of four areas: context, inputs, processes, and products.
