The history of evolution and growth of personnel management in India is not very old. The Royal Commission on Labour in 1931 for the first time recommended the abolition of Jobbers Systems and the appointment of labour officers to deal with the recruitment and to settle their grievances. The Factories Act, 1948, made it obligatory for industries to appoint labour welfare officers. Today personnel management function in India encompasses all professional disciplines like welfare, industrial relations, personnel administration, HRD, etc.
