Bargaining or haggling starts when you are at the negotiating table, or on the phone, and you start moving closer to where the other side is. The words have similar meanings in English.

We will never know exactly the zone of potential agreement but we will have made our own calculations and have made assessments of the other side’s, taking into account all the known and unknown factors.
