5.4. Hire the Cream
The champion must be exceptionally talented, as must the planners, but the developers must be very talented as well. Unfortunately, this is often not appreciated fully by those in a position to make hiring decisions.
When planners sell management on the promise that the perfect plan can mitigate poor developer performance, management rationalizes that it can focus its effort on planning and just hire some guys off the street or fresh out of school to implement. After all, if you have the perfect plan, then how hard can it be to code it? It seems like a no-brainer. If you just corral the cats and manage them tightly, how can you go wrong?
