4.1. Consequence
As per the dictionary meaning, consequence stands for “result,” or “relation between cause and effect,” or “logical conclusion.” A second meaning is closure to the sense in which consequence is used in risk management system. According to DHS Risk Lexicon, 2010 edition, consequence (or impact) is effect of an incident, event, or occurrence. The nature of consequence can vary widely and depends on the entity. Consequences include (but are not limited to) loss of life, injuries, economic impacts, psychological consequences, environmental degradation, and inability to execute essential missions, direct or indirect [see DHS Risk Lexicon, 2010 edition page (p. 10)].
