Chapter 1. Policy-Enabled Networking Architecture

At the time of its inception as a research network, the Internet took a very egalitarian approach toward networking. All the data packets in the network were considered equally important, and every node in the network was trusted to behave itself. Although there was some notion of the difference between data packets and packets required for control and network operations, data packets were all treated identically. As an academic network connecting universities and research institutions, this simple open model had several advantages. It led to rapid development of a very robust and reliable architecture, as well as several protocols performing a variety of functions.
