Abstract

The starting point is the Franco-Napoleonic pattern of public administration, which was essentially maintained during the Restoration. It forms the basis for the construction of political representation in the Statutes adopted in 1848. By this way, a relationship between territory and political representation is created, that is characterized at the same time by administrative centralization and by the need to take local interests into account. The definition for this arrangement proposed by Gianfranco Miglio is: crypto-federalism.
