RichFaces comes with a built-in skinnability feature that allows you to control the look and feel of your entire application from a single place. Skinnability sometimes is called themes, and in this context they're the same thing.
You are probably wondering why you wouldn't just use good old CSS to change the look and feel of your application. CSS is not going anywhere; you are still going to use it. The basic idea is to provide more abstraction when working with the look and feel. Instead of repeating the same color in the CSS file, you will be able to say that all panel headers or all tab labels will be of this style or all separators will have this color, and so on.
