Proposals help define the scope of a project, the resources needed to accomplish it and provide for an estimated cost. They are essential to the planning process.
It is important to get agreement on what is to be done, how it is to be done and how much it will cost. Proposals provide a vehicle to communicate the desired work and outcomes with clients.
