Security and access to the database are important. There needs to be users in the database to perform the varying tasks of the administrator, developer, applications, and users. When you create a database, there are a few default accounts that are created. In 23c, the accounts are just schemas, so they are not available to log in. making the database more secure and limiting the exposure of gaining access to the database through a default account.
