The installation steps for Windows XP and Windows 2003 from this point forward are identical.
.NET 3.0 (the distribution components that contain WCF) is built for .NET 2.0; however, the version of the common language runtime (CLR) that comes with Windows 2003 is .NET Framework 1.1. Also, for Windows XP, the base installation has no version of .NET. So, some prerequisites need to be in place before you're ready to start developing.
