“Plans are nothing. Planning is everything.” This is how former US president Dwight D. Eisenhower emphasized the importance of good planning processes already during his active duty in World War II. The real purpose of effective planning is not only to make plans but to change the thinking of impacted stakeholders and decisions makers. Planning facilitates learning. It is not the exact plan, generated with some form of computer support, which counts most. Instead, it is the understanding of the direction to go and what risks, obstacles and dependencies exist that is most important.
