Health and safety legislation is divided into three strands: Acts, regulations within those Acts and approved codes of practice (ACOP). These are laid down by parliament and administered by the Health and Safety Commission. The HSC is a ten-member tripartite body which oversees the work of the Health and Safety Executive.

The Health and Safety Executive has two major functions. First, it acts in an advisory capacity by giving information and advice. HSE and HMSO publications publish Acts of Parliament, approved codes of practice and regulations along with guidance notes and advisory leaflets which attempt to explain the rules and regulations and how to comply with them.
