In this chapter we link the negotiation/planning stage of the evaluation process to the obtaining or empirical stage. This includes consideration of the evaluation design—managing data or evidence through the use of relevant methods or techniques. It may not be a surprise to learn that social scientists, philosophers and others have engaged for some time in discussions about the nature of evidence and, more broadly, the underlying bases of enquiry on which research about social phenomena is based. It is useful to outline some of these issues briefly before turning to their relevance for evaluation practice.
