Define the Context
Problem: You lack clarity on what problem the process is supposed to solve.
As with making decisions (see Identify the Problem), you don’t need a unanimous agreement that a problem exists, although it helps if everyone can recognize that someone experiences the problem. If there’s no problem to solve, you don’t need to create a process. If you keep this in mind, you will be less likely to create a process just because you feel obligated to have one.
Set Goals
The first step in defining the context is to set the goal of the process. You state the problem but in a happy way. For example, in creating a bug triage process, your goal may be to decrease the average time to resolution by 10%. More likely, you’ll not be so specific ...
