8.4 The organizational framework
In order to manage a project successfully it is essential that a formal management structure is in place.
Named personnel should be allocated to the roles — but several people may share a role and a single person may have more than one role.
Roles must carry appropriate authority and responsibility.
Individuals must carry out their roles correctly and willingly and must clearly understand their objectives. Status within the organization is not sufficient qualification. A period of relevant training may well be appropriate.
