Now that the terms of reference have been agreed with the sponsor, a detailed plan of the work has to be prepared.
A project manager often considers how much of his or her time needs to be spent on preparing a plan. Too much time planning for a simple project may be considered a waste, but too little time on a complex project would introduce unnecessary risk.
