A good example is the Madhya Pradesh Education Guarantee Scheme (MPEGS), which was developed by two officers of the Indian Administrative Service (IAS), R. Gopalakrishnan (who was principal secretary to the chief minister) and Amita Sharma (who was mission director, Rajiv Gandhi Shiksha Mission). They took advantage of a remarkable confluence of events, and created an innovative programme by putting together a number of ideas that were floating around in regard to social development in general, and universalization of elementary education (UEE) in particular.
