In this section of the book we are interested in how parameters of socio-economic policy and institutional development of the city affect the quality of population, level of well-being and quality of social services of Muscovites. The high value of institutions for the development of economy and society is now an established fact of economic theory (see e.g. [Polterovich, Popov, 2006]).
