James Reason considered that a Just Culture would create a foundation for a learning culture (see Chapter 6). This was considered to be a valuable component of the broader sense of organisational safety culture. It is an important part of his work that is routinely overlooked. Quantum Safety moves away from the linear relationship between a Just and a Learning Culture, instead considers them to be entangled.
