2    Theses and theory of change

This chapter lays out the major theses I present in the book, along with what I feel is needed as a theory of change approach to enable REDD overall to succeed. It examines how REDD has become what it is, and explores if change for the better is possible, and what it would comprise if so.

Current gaps in REDD

The most glaring gaps, or questions of strategy, pertain to issues that involve the social dimensions of REDD:

  • The absence of feasibility, and most particularly social feasibility, as a decision-making criterion both for project design in REDD and in validation of the project development document (PDD) process by the principal standard setter for social issues in REDD, the CCBA.
