Often discussed, rarely implemented

This chapter presents a basic overview of capacity building issues and some lessons that have been learned that are pertinent to REDD. The topic is important because in most tropical forest contexts, the refrain from international organizations and governments remains consistent for the need for NGO and community capacity building. Yet, there is little evidence that investments in capacity building to empower communities to participate both effectively and proactively has ever been taken seriously.
