Abstract

This paper compares Information and Communications Technology (ICT) “business” and “public administration” value creation from a conceptual point of view.

We have found that the IT “business” value is mostly justified by economical—efficiency and effectiveness—paradigms. After the dot-com hype, ICT business applications have proved that value creation through technology happens together with organizational change and performance improvement.
