After Action Reviews (AARs) were developed in the United States Army in the 1970s and have since been widely adopted by agencies that deal with crises, such as police, fire, disaster, search and rescue, and other crisis response organizations. Crisis situations demand instant actions under intense pressure using limited information from rapid-fire exchanges. Any break in this chain will determine the outcome. Without question, there is the need to learn from every crisis to ensure fewer failures and more successes in the next crisis.
