By creating a stimulating and productive workplace out of a disused supermarket shell, this project confounds conventional assumptions about what makes a civic building of appropriate prestige and public face. The refurbishment project was a critical element of Moray Council’s larger transformation programme, bringing council staff together onto a single city-centre campus and reducing its office estate from 21 properties to just five.
